WWE pettiness goes back a long way. Bart winning wasn't the plan so instead of just rolling with what they had they buried him and had him job to a beast of a boxer in Butterbean and let him go soon after. Bart could have easily been a solid act, at least for a little while off the tournament win.

Russo wanted to keep him on TV and lead a protection service that would later recruit Farooq and Bradshaw.

Good ole boys politicked him off TV for exposing Dr Death and Russo was forced to do the APA without Gunn.

Russo thought giving him Butterbean would be a consolation prize and didn't realize how horribly it would turn out or that the company would release him afterwards.

People call it a failure but it clearly kept people watching and WWF pulled away from WCW for good in Summer 1998.

People also forget how thin the roster was. There was a lot of airtime to fill besides the main eventers.
