Other promotions ARE stagnating; Yuka winning the TPC to set up yet another big show match with some variation of Miyu/Yuka/Shoko to the point where even the normally shit-eating Japanese fans are complaining and Koda's having to defend the booking in magazine interviews is proof of that.
But he's disingenuous in that Stardom is part of the reason why. Bushiroad will just throw money around to get everything they want which makes everyone else cautious because after all, why bother investing so much in younger wrestlers when Stardom can just wave yen in their faces and steal them away, knowing you're unable to match it? Which of course then leads to a situation where the conservative nature causes wrestlers to become more likely to join the Ninth Circle because they know they'll be going nowhere otherwise and Stardom giving pushes to younger wrestlers helps reinforce that. If MIRAI was still in TJPW, she'd still be eating pins from veterans and Kamiyu in the midcard instead of getting the mega-push she's been getting in Stardom.
The only promotion that can theoretically compete with Stardom financially is TJPW but it's clear that CyberAgent is a more disinterested owner than Bushiroad and that they (and CyberFight more generally) lack a Kidaniesque figure to boost them. It's a lot easier when you're owned by one of the largest entertainment companies in the country run by a guy who's willing to throw unlimited money at you to make sure you succeed. Stardom without the Bushibux wouldn't be any different than any other promotion right now.
