His entire approach of "do whatever you want if you are a guy who I perceive as a star" means anyone who didn't come in as established is at a distinct disadvantage and has to work Tony's horrible ideas, while everyone at the top starts high school cliques and creates tribal drama backstage.
Punk just is not liked by Dave's sources, he's not the only guy being a dick. Tony enables this shit because he can't actually book anything himself and let's people who book themselves until they all hate each other and refuse to work together
