Sam Shaw's return to the WWE was a short term thing, to drum up interest in the new HHH era and make people think Hunter was fixing shit by bringing back a fan favorite. And to give closure to the whole Index affair so Indi Hartwell's character could be reset and move on.
After getting fired this spring, Dexter got a gig as art director for a supplement company. Designing package art and producing ad campaign material. He's still wrestling on the indie scene but his new gig takes up most of his time these days so he's now a part time wrestler.
Hunter knew this. When he took over running creative on WWE, he wanted to make a big splash and win people over. He knew Dexter was popular, along with knowing that bringing back Kross and Kai wasn't going to make a big noise like bringing back Dexter.
