They're built into many TV channel services. Nobody really has a box like that anymore but many people do have services like SlingTV, HuluTV, YouTube TV ect.

I hsve one of these, my parents have been a Nielsen family for 25 years or so.
I watch every WWE show and list the total viewers as high as possible, saying I have dozens of 18-49 guests over. My viewing journal has never been audited and I hope to kill AEW this way.
