Honestly I would say get Judgment Day to take Reigns out of the picture for a year to bulk up and get to where he looks like even more of a beast, have Bron Steiner debut on the roster as part of Alpha Academy and have Chad Gable win the US title and Otis and Bron win the tag belts until you need to break them up then have Bron beat Gable for the US title 3-5 months in to build him up to then lose it to Gable after a 3 month long feud. We get a year of shuffling guys to the top to have excellent matches (Drew v Styles, Theory v Drew, KO v Theory etc.) and Dolph Ziggler can find himself in a program with KO and Theory for the belt during this time and win the thing as a face. Have him beat KO, Theory, Styles, Balor and Priest during his run before dropping the belt to McIntyre. Have Roman return at Survivor Series with bulk that would make 2003 Trips acknowledge him and have him beat McIntyre for the belt in a brutal match, have Bron Steiner win the Royal Rumble and Roman retain the belt for the rematch. Dolph earns the chance to be in the Elimination chamber and wins it in a Shawn Michaels Survivor Series 2002 situation, and then have the main event of Wrestlemania be Dolph Ziggler vs Bron Steiner vs Roman Reigns in a Triple Threat match for the gold and have Dolph retain to then drop it to Roman at Backlash to get him out of the way and set up a year long feud for the belt between Bron and Roman.
