You have to remember that he was in WWE in an era where they just buried everyone who was a badass outside of their world. Look at Rico, he was a legit cop that had been shot multiple times, killed two people and been a star player on America Gladiators. They took that guy and said "grow out your sideburns, put on this sparkly facepaint and a singlet" then buried him even more as a gay hairdresser. It was the peak era of guys like Undertaker and Bradshaw being threatened by anyone who was not sucking their asshole and with no competition the WWE had no impetus to upset those guys by not playing along.
