Because unless Tony fires the Bucks and Omega, they will NEVER stop fucking FTR over. And given the bridges they burnt with the WWE and the rumors that A. they know where the bodies are buried in AEW and B. Tony being dumb enough NOT to put them under an NDA order when he signed them, it's probably in Tony's best interest to make Dax and Cash wealthy men who never have to wrestle again and who's kids and grandkids will be set for lie, than deal with the PR nightmare that exists because Tony won't tell the Elite to fuck off because he's firing them.
