To answer your question, I would think because at that time Vince McMahon was out there with all his money. He was making so much money so well he was able to do just about anything they liked to do.

Here’s a quick example to explain:

Jeff Hardy is booked to win a match against Ziggler by pinfall, so he is billed as the number one contender to the United States Championship.

James Ellsworth is booked to interfere and cost Jeff Hardy the match.

Jeff Hardy shows up and holds Ziggler back for Hardy’s challenger to run in and get the win and title match.

James Ellsworth then gets booked to win the U.S. title.
