The Rock has been injured in everyone of his return matches. He can't insured for his movies if wrestles. So the rock would have to clear his filming schedule in order to take a match with WWE, and he probably has no less than 3 movies booked at a time. Not gonna happen.

So you can just put the Rock in someone's corner and have him cut his first promo ever where it's about putting someone else over instead of selling t-shirt catchphrase or get over at the expense of his opponent.

It could be a kino pure babyface - tweener - pure heel feud now that I think about it.

>heel Rocky comes out on the Raw after to give out to everyone about having to come back and do this shit, admits that he's had to pull a whole lot of strings to get where he's at in this program just so he could kick Roman's candyass off the Island of Relevancy and give him a Rock Bottom through his table
>WrestleMania comes around as Rock tried to fuck with the contract signing, but Triple H counterfucked him over due to "muh rivalry"
>both Roman and Rock let their guard down in the main event and Cody becomes champion

Usos finally have a falling out with Roman that leads to a big segment with their entire family (minus Rock) there to stage an intervention for Roman's megomaniacal behavior, he ends up attacking one of his older uncles or something. The next week the Rock shows up to tell Roman personally that he needs to stop and that taking his title is the best way to do that. Cody enters the story by having a problem with the Rock just showing up and taking what should rightfully be his spot in the Main Event of Mania and he has a problem with Roman for accepting so he schemes his way into the fold.
