The toy looks like Owen, it's just that it's early Stampede era babyface Owen Hart. Not mid-90s heel Owen Hart that people remember and actually care about.

And this is due to the fact that they legally CAN'T put Owen into an outfit similar to the one he wore in WWE.

Too risky. Plus, considering the amount of work that went into getting Owen's widow to even sign off onto her agreeing to the figure, they probably felt doing a Stampede version of Owen would make her happy and keep her from pulling out of the deal, assuming she has final approval over the figure.
