Cody said plenty of times money wasn't the problem because he's getting paid pretty much the same Tony offered him in WWE. The problem was that he wasn't getting the opportunities he felt he should be getting because there was people there who didn't agree with that direction. If Tony didn't want Cody to leave, then who else had the power to stop him? There's a reason why the whole Codyverse was a meme.
