Bret was open to renegotiating but Vince didn't want that. he wanted Bret gone because he was tired of the headache of Michaels vs Bret and how toxic that feud was for the locker room. Vince was already planning on Austin being the guy going forward, so all Vince cared about was making sure that Austin didn't get caught in any crossfire.
Now why Vince chose Shawn over Bret is anyone's guess. Shawn wasn't a better wrestler and Shawn was a junkie piece of shit who stirred the pot when he was bored. Bret on the other hand was a locker room leader who everyone respected. You'd think Vince would go with the guy everyone likes and who is willing to do business, not the radioactive junkie.
Clearly the only answer is that Vince was butt-fuckin' Michaels.
