I don't think that's why Tony even had Hangman win though I think it was totally about him being obsessed with his "long term booking" bullshit. Same reason why he had to wait to bring MJF back.
Lots of fans thought that way too, if you suggested that Bryan should beat Omega then you got all sort of people crying about how Hangman had to win "for the story" as if that's more important than the belt. It should have gone to the person who would have the best reign. Then if Hangman was still hot enough to be champion and proved he could actually get over to the level of world champion without it just being an extension of the Elite, he could beat Bryan.
