you need the build to be for one of the two Roman matches to make it a really big deal, if not Rock vs Roman won't draw as much or Cody vs Roman won't put Cody over as big
they have to choose one or the other to make it count, you can't compromise or else it middles both matches
Rock vs Roman needs to be big enough to bring back lapsed fans and generate big big business and mainstream attention
Cody vs Roman would need to really be built up to make Cody into a big star when he goes over so they doesn't waste Roman's rub
Cody vs Seth would also need massive build on its own because we've already seen it
or they could just half ass it like they did the past couple years
