That isn't true at all. Tony was already in talks with Warner Media to start a new wrestling show. Technically he sent out feelers to CM Punk before any of the Elite, but Punk said he was done with wrestling. It was only then that All In was being built up, and Cody sent out feelers to them about starting a whole promotion.
