The main conflict of the original 4 games was a scandal masterminded by elements within the police force. Even Yakuza 3 had more to do with the CIA than it did the Yakuza. Yakuza in most of these games are bit players generally being used by power brokers from within the Government or Corporate Management. Yakuza 0 is the only Yakuza game, where Yakuza truly had the power. Yakuza 1 was a transition period.
I've played all of the main Yakuza games except for the turn based one. These are not Yakuza stories. They're basically Buddy cop films with Y5 & Y6 doing something a little bit different. Watch a Kitano movie to see how Yakuza plots normally flow. (Ignore Brother though, that's Beat's parody of what Americans think Yakuza are the like lol.) They're cut throat business men who take no prisoners. The only thing truly Yakuza about Yakuza games are the politics, since nearly every single game is trying to prevent a civil war from breaking out due to Dojima's incompetence.
Kiryu represents a 60s era idolized Yakuza but that was always meant to clash with how the Yakuza actually are in real life.
No I don't think it makes sense to call it Yakuza. That was just the name that Sega of America chose to sell it to American audiences as a badass Japanese GTA game when it's really more of an Action Jrpg with random battles.
