As for certain guys who were arguably deserving of being a world champion but never were (Scott Hall, Owen Hart, Piper, Bulldog, maybe even Regal) - it's a shame but it's kind of necessary. The fact that certain greats never achieved the big one makes ti more special. If every wrestler at a certain level or higher was guaranteed to win it, it would mean less.
