Its production costs are lower than a new title because it is, get this, not a new title. It is a roster update with some window dressing. The costs are also lower because it's production cycle, that is the time the game needs to be turned around and go gold, is about a year. They want a "new" title every year and as such it will cost "less" than a game that has been in dev for 3 years or so. "Less" is still tens of milllions.
