No one actually treats every single person equally, or tolerates every single thing. They're nebulous ideas that don't actually inform any meaningful sort of principles, especially when considering that there are occasionally really good reasons not to tolerate something or to not treat someone as an equal. But when that arises, the response needs to be appropriate, and aggressively championing such vague ideas removes nuance and doesn't actually tell you how to do that, only to remove the perceived problem. And more over, if those ideas are your guiding principles, then it's really not a stretch for you to feel obligated to do so, as you're now dealing with a direct conflict. Now it's no longer about an ideal, but a moral imperative, and that creates zealots.
So as you touched on, the problem quickly becomes apparent when examing how the state uses these ideals to justify their actions and how what is tolerated or what is considered equal and fair within the system is heavily shaped by culture, which in turn is heavily shaped by entities with a vested interest in doing so.
