Definitely Roman. There are very few people in history who have dominated the main-event for a decade like he has. All three have had great careers, but lately DEAN has been improving himself in the indies. Seff was very based during his cash-in, but nothing he's done since then has felt impactful. The guy beat Lesnar at wrestlemania and I hardly even remember that. It's pretty sad that da man seff is now the Ambrose.

Reigns, Cena before him, Hogan.
Austin was the anomaly.

The difference is that none of those guys required the burial of the ENTIRE company’s roster to the point where they were the only seemingly good act on the show.
