The division needed a strong babyface to survive, so it was the most logical next step especially as she was pretty red-hot (before they oddly made her lose only to win 2 weeks later lol.)
Her turning out to be a dud doesn't mean shit because you don't book for situations like that. You book based upon what you see and how long you think that can keep up for, which was the smarter play.
