The WWF Bret Hart mostly sucked on the nic, because he was trying to be something he 110% was not: a generic loud tough guy. If you listen to his shoots after he's retired, like here:

As for his wrestling, people talk about him as if every match was a masterpiece, which just plain isn't the case. The Montreal Screwjob match sucks. He kicks Shawn's ass for 90% of it doing nothing spectacular, the "storytelling" isn't anything to note, there's very little technical wrestling to speak of. He's overrated as far as his matches go; his storytelling isn't great and Chris Benoit is a better wrestler.
His look was fantastic: I love the black and pink, the singlet and tights, the long wet hair covering his face, the expressions, the shades, the jacket with the frilly pauldrons, the way he held the title, it was all basically 10/10.
His theme sucks ass, especially the earliest iterations. It sounds like an electronic keyboard default song. It's boring and repetitive. But they improved it over time each and every time to something more and more bearable.

Could he have gotten over now? Not as his WWF persona. If he was in WWF shape with his post-retirement persona, then he would definitely be a darling. But he suffers from a lack of gimmick for being a quiet guy. Quiet guys don't get over without a gimmick nowadays: Darby, Dexter Lumis, Gunther, etc.
I would be a fan though.
