someone convinced John Cena that ruthless aggression wrestling is bad so he deliberately made his style more boring to try (and succeed at) getting over with the marks. John Cena could always wrestle, and if he hadn't been brainwashed into thinking good wrestling doesn't draw, he would have had years of practice and eventually become one of the best to ever do it.

Because Cena understood Wrestling is a business and only did what he needed to do to stay Over with the mainstream. Instead of trying to out-do himself on every random RAW or House Show just so a few thousands basement marks would gush about him being the GOAT technical wrestler.

Probably also a healthy dose of Vince wanting to protect him and keep him injury free once Cena was the face of the company. Just like he did with Hogan, who could also wrestle, but didn't except in Japan.
