He didn't say rating didn't matter altogether. They just matter in relation to everything else. WWE coming 2nd to NFL is all that matters, it's still fine even though the numbers are down. At an AEW show it's the awkward ring announcer counting down how much time is left before they return from commercial.

WWE is a touring show, not a territory. They can have dogshit shows and still do big sales because the name draws, and the people on the card can draw. During the Cena era they had strong ticket sales throughout his entire run and were selling out until he went part-time. During much of that run the feuds were shit and the rest of the card was often trash / boring as fuk.
Dynamite is building up some momentum now, finally, but they diminished the aura of guys like Bryan, Mox, Omega, etc. for a while so these guys aren't going to be big at the box office unless you give them big pushes again. Right now Mox had the Punk feud so he's the only one who comes off as an actual top guy.

During the Attitude Era he was accussed of being pro-WWF. I've read some of his turn-of-the-century notes and he's very critical of everything going on in Japan at the time (AJPW split, Inoki being WCW-tier). I think he has a semblance of the "neutral journalist" but in most industries there's a divergence between the news reporter (objective) and the comment writer (subjective) but given he has mainly worked alone for years, he does both, leading to some confusion.

MNF being the most popular thing in America doesn't mean WWEs booking is bad. Not even Taker vs Cena being booked could've saved them from a plummet.

Except they don't. Rock and Cena drew 1m-1.5m for each promo they did on tv during their feud. Content that people want will make them tune in more.
