You're half right. Having a buttload of WWE rejects can entice fans of "sports entertainment" which can bring in a ton of viewers but the vast majority of viewers who watch AEW only care about pro wrestling.
The bright idea would be to cater to the pro wrestling fans and only them.

I remember that time when every fucking show was Atom Cole, Cryan, Punketty, MJF and FTR or Jade. No Cole & Punk have made a massive improvement to the show's quality and Cryan clearly isn't going to be pushed to the moon. So yeah, big improvement.
