Don't know if it would have flopped since WCW was around (even if it was complete garbage in 1999), but you would've been gimping yourself. The opportunity to switch Stone Cold heel would have come, but even 2001 was premature.

It would have worked better than in 01 for sure because he would have a babyface on his level. Then maybe when Rock left they could turn him back face and it would've slowed the exodus of fans.

I mean if Austin turned at survivor series 1999, he would have lost to Rock at Wrestlemania then left for surgery ideally, so by the time he comes back he would return as a babyface again and then face HHH at Mania in a blowoff match

The plan was for Austin to turn heel at Royal Rumble 2000, become champ, and drop the belt to Rock at WM 2000 and make Rock the new face of the company. Austin would then leave and get his neck surgery. But he went and got his neck surgery scheduled way earlier than Vince expected and fucked everything up. Its part of the reason why WM 2000 was such a cluster fuck. Austin was EXTREMLY protective of his spot and did everything he could to keep it which makes sense. Anyone else would do the same in his position. All of this is from Meltzer so take it with a grain of salt as always.
