In a perfect world there would be better options but Sami is the best one right now, you turn him from a goober to a main event guy. Pound for pound if you turn Sami into a main eventer it's best for long term business.
Cody wouldn't gain that much extra drawing power by winning and there is a real chance it would backfire.
