But there should be something special or unique about it that set it apart to make it more than just the "championship of the guys who are not in the main event". Really it's a glorified silver medal except it's not even a silver medal because the #2 main eventer is usually above the IC champion.
There are/have been some championships that accomplish this setting apart, such as the hardcore title or the X division title, or the ROH pure title.
If Tony wants a mid-card singles men's title that actually means something - when ROH shuts down he should unify the ROH World and Pure championships with the TNT and Atlantic titles - and have it still follow the ROH Pure rules. Now instead of a bunch of dimeless midcard titles that don't make any sense, you have one with a good time-tested gimmick, and with an already decently prestigious legacy (talking about ROH legacy not TNT).
