The biggest problem is he has too much talent and not enough time to showcase them. Tony's already gave up on Rampage, so that just leaves Dynamite which gives him two hours to use his 100 man roster. Also, like a fucking moron, he bought ROH without having a guaranteed TV deal, so now he has to use those two hours to also book for ROH.
I think the second biggest problem is Tony's own autism. He very rarely wants to deviate from the story he wants to happen in his head. Punk HAS to win the championship again even after getting injured and having heat with Hangman and the two EVPs because he really thinks part 2 of the MJF feud will change the industry forever. Another example is when they had that 6 month Death Triangle/HoB feud where Black didn't even get a singles match out of it.
Tony's autism also fucks him over business wise. Tony Schivaone asked him if they'll ever be on HBO Max, and he told him that they're not offering him enough money.
