Nah, Charlotte did a 10 week residency in NXT right after main eventing WrestleMania. Hardly developmental. Dolph Ziggler was the NXT champ like 5 months ago. Balor did a 2 year residency as well.

It is still their developmental. They send guys they aren't fully sure about to NXT first before the main rosters. Don't act like this isn't true. I don't care if guys like Roode were already made guys prior to NXT. NXT is their distant third at best brand and its to develop talent so that they can go to the main brands eventually. This is factual this is literally how it even started.
