He embarrassed himself and the entire company as soon as he was given his first push and media responsibility when WWE went on a PR offensive over steroids. He managed to have consistently awful matches with HBK in a completely forgettable promo. He kept getting injured. He was bad at backstage politics and too stupid to see how hard he was being worked.

Mr Kennedy being made of glass and a pillhead wasn't WWE's fault, what was their fault was them constantly trying to give him a main event push knowing these things. Keep him as a perpetual midcarder who maybe gets a title shot on a C-tier PPV and you have one of those guys that will be looked back on fondly years later, because people won't remember all the injuries and suspensions as much as they remember the good moments.
