Roman is treated special, and thus he gets a reaction. Part timers that got over before this shift in policy still can get a reaction (Brock, Goldberg, Cena, Undertaker, etc.), and so can celebrities that made their name elsewhere (Logan). But everyone else is just a guy (or just a girl) and is treated that way by the crowds. This is also why Vince got so ass blasted when someone would get over organically with the crowd (Zack Ryder, Daniel Bryan, even Becky Lynch). He might play along for a little while, but ultimately he would cut the legs out from under them so they would fall back in line and become just another cog in the machine.
The crowds may cheer at an entrance, but other than that, they don't care and it's because Vince wanted it that way. It's going to take a long time to condition the audience to react differently, just like it took a long time to condition them to act the way they do now.
