Rock was already getting ready to leave, so he needed to lose. Just do the opposite of what happened. Rock takes Vince's help, but Austin overcomes the cheating to win the match before whooping Vince's ass on camera and kayfabe ending the old man's career. Have him go too far with the beatdown and start to lean into an eventual heel turn.

Rock beats Angle at No Way Out now it's Rock vs Austin at Wrestlemania
HHH beats Austin at No Way Out to hammer home the fact that Austin isn't the man he used to be, making him desperate leading to a eventual heel turn
Austin after not being able to put The Rock away with several Stunners, Sharpshooter, Steel Chairs gets desperate and asks McMahon for help

Basically the story was a legend returning from injury and having doubts if he can still be the man.

This is all true, but it just shouldn't have been McMahon. That was way too drastic of a character shift away from the single hottest angle in wrestling history. Maybe it could've been Shane, but not Vince.

Austin can't turn heel either because it killed his career dead in it's tracks
Both times Austin and Rock trusted face Vince McMahon in kayfabe resulted in him screwing them, so it would literally make no sense to the casual fans for them to suddenly turn heel and side with Vince. You can't do that either

Hindsight is a great thing but I feel this could have worked well given the WCW purchase and the impending invasion angle. Have the match go as it did but after Austin wins and shakes McMahon’s hand he stunners him.

You still then technically have a face Austin but he now has Vince hanging overhead saying he helped him at WM and now Austin owes him. That debt can eventually be used as a storyline heading in to the WCW invasion storyline/

Yes. There were rumors of an HBK comeback at the time. Watching Austin turn heel that night I was convinced that any second HBK's music was going to hit so he could challenge the man who took his title and sent him packing at WM14, who took the business to new heights while the heartbreak kid was on the shelf facing the end of his career. This not only would have saved the company but drawn more dimes than there are in the night sky.

WWF had just bought WCW. Drop a boatload of money at Hogan and the NWO and have them interrupt the match. Have Heyman and JR sell that they are interrupting a clean match between two fine competitors. Set up the invasion immediately and handle it better.
