The purpose is to get more of the AEW roster on TV so they don't lose morale. Somehow, Rampage ended up being treated like a C-show rather than a B-show. It's the Main Event of AEW. And Dark is even lower, like an untelevised dark match level of prestige.

I understand why Dynamite gets so much focus, but the other shows all feel like an afterthought.

Rampage exposes aew quite frankly. Just like dynamite all this show is segments with different wrestlers . It doesn’t flow like a regular show where you will see wrestlers build up to something.

This show was forced on Tony and as such he has no interest in it. His childhood fantasy was to book a 2 hour weekly wresting show with matches and angles that lead to big PPVs and anything that goes beyond that he just puts filler into and says fuck it. Same with BotB.

There's overlap of people who watch WWE and AEW, and even if it someone just watches AEW Tony is asking them to watch this shit late on a Friday night where they know basically fuckall is likely to happen other than Jade Cargill getting another W and them tossing some ROH shitter at someone the AEW fanbase might actually care about.
Rampage is a show full of unimportant shit placed in an awful timeslot that there's almost no reason to watch.

Look at what they announced for next week and ask yourself if its worth watching. 10-11 is the worst time to air wrestling, raw being an obvious example. Theres a large majority of people that are going to sleep around this time and you're asking them to stay up to watch some bullshit that doesnt matter.
