If you're going to be a top guy narratively, you need to get a top title run. Why should fans blow their lid for a face who's always lost to the top heel when it mattered? Why should fans spend years eager to see a villain who was never the evil overlord get crushed?

If you keep hovering near the top of the card and losing any title shots that you get (or not getting any), eventually, that'll cement you as a non-threat in people's minds.
