Dustin had become estranged from his dad by marrying Terri (who his dad considered a tramp, especially since he long suspected that his and Terri's kid was actually Brian Pillman's as Pillman mysteriously dumped Terri before she started dating Dustin/got married to him in a whirlwind romance that Dusty felt was Terri railroading Dustin into marriage so that she could trick him into raising Brian's bastard). He also was super resentful of claims from Meltzer and others that he was a nepotist hire, that he only got pushed hard in WCW because he was Dusty's kid, and the fact that he was fired outright from WCW for blading in a PPV which was promoted around the idea of doing edgy violent matches.
IIRC Vince originally wanted Dustin to play an obnoxious Hollywood cowboy that spoke in cliches/movie dialogue from old films.
Dustin however, offered the Goldust idea where he would play an ambiguously gay figure who wore a wig when he wasn't wrestling and would molest his opponents/make sexual advances towards them to evoke gay panic in order to throw them off guard so he could make them act rashly and angrily and make mistakes in the ring, at the thought of fighting a faggot.
Supposedly Vince loved the idea (presumably because of the potential embarrassment factor to Dusty) but Dustin went full tilt into it because he knew it would piss off his dad.
