These aren't new start-up wrestling federations being held down by big bad NJPW, these are companies that used to be on top, or right NEAR the top.
Why should NJPW have to build them up? They fell off due to their own shit. NJPW has fallen off too because all of wrestling has fallen off since the 90s boom but NOAH and especially AJPW have all but self-destructed by comparison.
Not to mention CyberAgent owns both DDT and NOAH now. It's not like they're tiny indies getting held down by the big bully. These are companies that were just as relevant as NJPW once upon a time that have killed themselves through mismanagement, etc.
They've got to build themselves back up. I think NJPW doing the show with NOAH was good for them both.
