Jericho is actually a brilliant example of a Vince McMahon philosophy about wrestling - that there is a difference between people who get reactions and people who are over. One doesn't mean the other.
Being over requires an emotional investment in the wrestler, you have to genuinely if he is winning or losing. Like John Cena or HHH or Bryan.
You can get big reactions because you're entertaining but that's not been over because there's no emotional stakes there.
It's also why I judge that Adam Cole IS over whereas Mox is not. Win or lose, Cole generates a lot of passion in fans, people want to watch him get humiliated as Atom Smol and can't wait to shitpost about it and fans can't wait to see him win and celebrate their guy. That's emotion, it's proper investment in a character.
Jericho has never had that. He's always the guy who is entertaining and has good matches and people are fine with him winning and losing like Mox.
