Cody's return was the biggest deal in WWE since Sting, and Cody was a perennial midcarder back when he was in the 'E. The Wrestlemania crowd sure as fuck wasn't popping that hard for him because they were looking forward to the return of fucking Stardust. He wouldn't have main-evented a PPV in a Hell in a Cell match if he were still at the level he was when he was wearing the faceprotector.

Omega would be bigger. He's the better wrestler, and he's never wrestled for NXT nor the main roster. And unlike AJ Styles, Kenny actually drew proper crowds on a regular basis when he wrestled in North America. Hell, to the North American general wrestling fan, they've only ever seen Kenny as a main eventer who's won the vast majority of his matches.

MJF would be bigger still. Everybody knows he's gonna be the next Rock or Cena, regardless of which company he stays with. He has everything they had in terms of. looks and charisma, only he's already a better wrestler, and he's younger than they were when they got their superpushes. If they do decide to make the push for Max, it'd be the WWE's best immediate return on a signing since they brought in Mike Tyson to feud with Austin.
