Because very few people were stupid enough to think they could outdraw Hogan on top. On top of that, people were getting paid well with him on top so there wasn't a big push to knock him down a peg. It isn't like the New Generation where no one drew so you could politick your way into the world title.

Because anyone that worked with Hogan got a bigger payday for it, since Hogan was drawing the house and any of his opponents would by extension be promoted on the card. Guys loved working with Hogan for that reason. Plus Hogan was a safe worker and he always was great at selling (obviously only until it was time for the finish). It's not like he was out there working stiff or pancaking guys.

Honestly, why would guys want to shoot on Hogan?
