There is nothing to imply he won't get all the money. A buy out in sports might be a pro-rated portion of the entire contract or 90%, but that is sports. Here Punk might be actually getting all of the contract and maybe a slight golden parachute to keep him from suing for loss of wages.

To move on from the issue, placate other parties involved, and to send a clear signal he is no longer a part of the company to the locker room. The non-compete is to protect them from Punk immediately going to the competition and embarrassing them further.
