Speak English. It’s literally just whoever gets on their radar. And I love Kamiyu. In my subjective list id put her super high. But for international talent it’s very clearly just whoever slides on their radar through twitter and gifs and big shows with eng commentary. They tried to be all look how much we watch, but left off Chihiro because Sendai doesn’t have as much English exposure. It’s quite literally poser fans.

Also why would Hikari, who basically did nothing at all this year except lose her belt at the very start of it, be ranked higher than Miu who made it to the finals of TJPW's big tournament and is currently holding the belt that Hikari lost by beating the person who beat Itoh who was the one who beat Hikari?

But that's because the PWI women's list is an even bigger joke than the men's list and they don't really think about it beyond who to put in the top spot.

Its a kayfabe list based on wins, achievements, visibility, relevance, quality of matches(this doesnt mean workrate) etc. The order of those 9 might be debatable but we can all agree that those 9 have met those requirements needed to make it to the top 150.
