He was too raw for the push he got in WCW and suffered from extreme viewer fatigue as his career went on as a result. Then he got morbidly obese in the 2000s and by the time he got a clue, he only had a year or two left of being able to go at a decent level. Also, Vince loved punishing guys for getting fat.

He was a big deal for a while in WCW but with egos like Goldberg, Bret, Hogan and Nash, he was never gonna be an unstoppable monster. In WWF, his first big push where he won the strap was a dud and they lost faith in him after that, so much so that they sent him back to developmental for a while in 2000 or 2001.
