Yes he was. Punk was a valuable asset to appeal to the smark crowds who are usually a very loud fanbase. Pleasing them quiets them down so they don't pollute things for other fans. He was never THE guy and was never going to be but should have been treated better, especially during his run as champ which was second fiddle to Cena.

The pipebomb and his big MITB story didn't have any effect on the ratings, in fact they went down more weeks than up.
PPV buys were lower than the year before.
If you go back and watch his entrances in 2011, even his big return on Raw after MITB, the crowd really didn't care that much. One hit wonder carried by Cena, many such cases.

I was 9-16 when punk was in wwe and he was never anyone’s favorite wrestler. My brother is 4 years younger than me and him nor any of his friends were huge punk marks either. We weren’t smarks though so maybe if we were smarter we’d have been more into him.

He was very over. Smarks loved him and as a face he was Cena-lite (sort of like how Sheamus was at the time). It's cope to say that he wasn't over, but it's also cope to say he wasn't being utilized. The guy was booked extremely well. Was involved in the WWE championship for two years straight. Had a match against Haitch (with KWAB interfering). Was involved in the AJ stories. Had a year and a half long title-run. Ended Ryback's invincibility. Got a 21 second pin on the Rock despite being booked as a chickenshit heel. Fought Carder. Fought Lesnar. And that's not mentioning the stuff before he won the WWE championship. Remember how he won money in the bank twice in a row?

Face the facts. He was getting Cena level booking.

Punk latched onto this and echoed what the smarks were thinking and saying, except in typical Punk fashion he made it about himself. Without Cena, Punk never gets over because his whole thing was using John as a stand-in for everything wrong with the company and that allowed them to make a match out of it. If Punk was just hating on WWE or Vince that wouldnt have been possible. Hating on WWE would have just been Punk's tired straight edge gimmick with WWE in place of people who drink and shit. And Vince would have never wrestled Punk, he would have had HHH represent him and you can imagine how that would have gone. tl;dr Punk wasn't over, Cena was.
