Who said Cody's winning? Let him lose so Sami's reign has more meaning and then put Cody on a year long title-chase that culminates in a wrestlemania main event the next year. (Him winning the rumble twice in a row would be cool.) Him finally winning the world title after all of that would feel like a real wrestlemania main-event. And it'd be better for him than winning it on the undercard of Roman vs. Rock.
