Tonys problem is that he wants to book around workrate but he has 2 TV shows a week. You can't just keep doing high profile matches on TV based on workrate, otherwise you run out of matches and nobody cares anymore. So he tries to book feuds to make up for this but his booking ability seems to be limited to 'x vs y and z jumps x after match'
