I know he's not the best YL they got but man, it'd be refreshing if they just pull the trigger on ONE of these guys. Okada, Jay, and Hiromu worked when it happened.

That was ok because he still got to re-debut in a title match at Tokyo Dome and they used NYD to quickly bring momentum back. Shota re-debuts to wrestle at a show meant to push Stardom more than anything else, lose then goes into Tokyo Dome with absolutely nothing?

You're right. Jay did lose to Tanahashi, but also Omega the next month, and was feuding with Okads by the end of year and won the title the following February.
Great O-Khan has been back for two years and has had a combined two title reigns lasting 35 days.

New Japan booking is very slow in general but I think Shota and Ren will be pushed faster than O'Khan

Great-O-Khan is hopefully an outlier and not how they're gonna book all their Young Lion returners coming in. Probably something to do with his age and that he debuted during the coof.

With that said, there is a very happy middle ground between doing shit too fast and Great-O-Khan. Narita can safely lose the tournament final (And he might). Shota can safely lose to Ospreay (And he probably will).

On one hand it feels like circumstances HAVE to change from the norm soon. Naito is toast, Tana is toast, Kota is totally gone, Shingo was never anything more than an emergency exit, they need new top guys
On the other hand it's disturbingly likely that the next five years are just going to ping-pong between Okada and [insert smug white heel here] before anything happens, because they could absolutely just coast like that a while longer before they're forced into action
