The realities of the companies are completely different. Logan Paul has big non-wrestling star power, so he does a few big matches a year with top stars that he has months to prepare for.
Hook doesn't have that kind of outside star power, plus Tony is an overly-conservative booker, so he's not going to get the main event of Full Gear vs Bryan Danielson, he's going to maybe get a 5-minute preshow semi-squash match vs Tony Nese that they probably work out a few hours before the match.
That said, you can only go by what you see, and what we've seen of Logan Paul is much better than what we've seen of Hook, so Logan Paul would easily win over him.
