If you live in an area where 50.5% of people believe in certain policies that the other 49.5% of people don't, the latter half's voice counts for absolutely nothing. Setting aside the fact that in that "majority" there's going to be disagreement, the fact that 50.5% of people get to decide on things affecting 100% of people in that area is completely fucking retarded.
The only things that "impact local policies and decisions" are the people put into power. Unless you're a total NPC you aren't going to agree with them on everything, and even if you did not only do they need to deliver on everything they say they will but they need to have the power to do so, which in many cases they do not.
